Herschel Mearl Riggs\, was born on 21 September 1931 and enlisted in the U.S. Army on 16 June 1949. He was a Private (Pvt) with Headquarters Company (HQ Co)\, 19th Infantry Regiment (19th INF)\, 24th Infantry Division (24th ID) in Korea when the war broke out in 1950. He was last seen near Taejon\, Republic of Korea (R.O.K.) on 16 July 1950. Without evidence of continued survival\, the Army issued a presumptive Finding of Death on 31 December 1953 for Pvt Riggs and temporarily promoted him to the rank of Private First Class (Pfc). After 69 years of missing in action\, he is finally coming home to Texas. He was dedicated to community service and was a reliable loving family member and friend.
