Bill served in both the U.S. Air Force and U.S. Navy and retired after 27 years of active service. He was awarded the Vietnam Service Medal\, Joint Service Commendation Medal\, National Defense Service Medal\, Good Conduct Medal and National Defense Service Medal\, Meritorious Unit Commendation. LTC Welch worked at the the Defense Intelligence Agency in Washington and then served in Vietnam with COMUSMACV\, as Chief\, Intelligence Data Handling Systems Branch and later in Sicily as COMFAIRMED (Commander Fleet Air Mediterranean). He also served as Communications Officer at Midway Island.
