In 1953\, Moreno\, who was a Marine recruiter at the time\, was paralyzed after breaking his neck while diving into the Rio Grande. He was left a quadriplegic and had to use a wheelchair.  Elected by Central El Paso voters in 1966\, state Rep. Moreno spent four decades fighting for the underdog\, people with disabilities\, farmworkers\, the sick and poor\, working people – those least likely to have a voice in Austin. \nServices for Paul Moreno are entrusted to Hillcrest Funeral Home – East 1060 N.
