Escort & Honor Guard for LCPL Todd FOLEY,

United States Marine Corps

Return From Combat Duty - Iraq

Operation Iraqi Freedom - War on Terrorism

Mission Summary:

The Patriot Guard Riders (of Hampton Roads, VA) have been requested by parents, Tim & Peggy Foley, to provide an escort and present an Honor Guard / Corridor of Flags for LCPL Todd Foley, USMC, of Newport News, VA, who will be returning from a 8 month combat tour of duty on Tuesday, October 24th, 2006.  The patriot Guard Riders will provide requested "Welcome Home Escort" and Corridor of Flags for this U.S. Marine and family from the Norfolk International Airport, Delta Airlines Arrival Terminal to Keegan's Restaurant, Jefferson Commons, Newport News, VA..

Date: October 24th, 2006

Time: 18:30 PM

Weather: Mix of sun and clouds. Highs in the low 50s and lows in the upper 30s. Your mode of transportation will be at your discretion; Please ensure safety with your bike(s)/auto(s) and dress for brisk to cold weather accordingly.

Tuesday evening – Norfolk / Newport News, VA – Approximately 58° during this mission period.

KMart Super Center Norfolk International Airport – M/C Parking
OR

6101 N. Military Delta Airlines Arrival Terminal
Norfolk, Virginia 23518 2200 Norview Ave
Norfolk, Virginia 23518

Kickstands UP promptly at 18:10 PM - Patriot Guard Riders Contingent will depart location by way of Norview Ave. Four (4) Way Safety Flashers (if available) will be employed during the transit and Escort Mission to the Airport and final destination point. Autos and Trucks will employ headlights and 4 way flashers. All riders and Drivers not at the Staging Area at time of scheduled departure will proceed to Mission Point Bravo and stage bikes at the Motorcycle Parking or as designated by Norfolk International Airport Police Officers at the designated terminal through fare.

NOTE: The ride formation will adhere to the provisions of the PGR South Eastern Standing Orders. Two columns with 3 to 5 second intervals in a staggered ride formation. 4 wheeled vehicles (autos, trucks, etc) will follow the Foley Family vehicle(s) and 1 bike will provide Tail Gunner (Sweeper) position. Intersection Blockers will merge into the ride formation on I-64, and re-deploy just before Jefferson Ave in Newport News.

Lead Ride Captain for this Mission will be Woody "RustPicker" Wagner, Virginia Beach, VA.

Tail Gunner for this Mission will be – To be determined. Intersection Blockers to be assigned at Staging Point.

Provisions:

1 U.S. 3’x5’ American Flag and staff
. Smaller U.S. Flags are appropriate if you do not have a 3’x5’ U.S. American Flag. NOTE: If mounting a 3’x5’ U.S. or PGR Flag to your bike or vehicle, I highly recommend you pre rig your bike/auto to ENSURE flag stability and safety at speeds up to but not limited to 55 mph, with a quick disconnect means (unless you have a separate large flag for the PGR Honor Guard formation). Flags & staffs MAY be rigged to bikes & vehicles at the Mission Staging Area. *The Ride Captain will make the determine, on the fly…. if a return to the staging area before Interstate transit to secure Flags due to weather and wind conditions.

PGR Windshield Banner and/or small PGR flag
(bikes/autos/trucks). Highly desired (but not mandatory). We will transit from the Norfolk Staging Point to the Norfolk International Airport M/C parking; Transition to the Departures Terminal Thoroughfare to pick up escort and proceed to our final destination point in Newport News, with bikes optionally* RIGGED for escort. (see Provision A.)

Ride Protocol:
Motorcycles: Large (3’ x 5’) U.S. Flags rigged for Honor Ride / Escort.

Small(er) U.S. Flags Rigged for Honor Ride / Escort.

No Flags

Autos: Same Flag/No Flag order; same as bikes behind the Foley vehicles.

Final Destination Point : 18:50 – End of Escort (Approximate)

Take Norfolk International (RIGHT) onto Local road(s)

Bear RIGHT (North-East) onto Local road(s)

Bear LEFT (South) onto Local road(s)

At near Norfolk, stay on Local road(s) (West)

Turn LEFT (South-West) onto Norview Ave

Road name changes to SR-247 [Norview Ave]

Take Ramp (RIGHT) onto I-64 [Hampton Roads Beltway]

At exit 255, turn RIGHT onto Ramp

At exit 255B, take Ramp (RIGHT) onto SR-143 [Jefferson Ave]

Arrive 12551 Jefferson Ave, Newport News, VA 23602

Mission Scope & Execution
Hampton Roads PGR Contingent will escort LCPL Todd Foley and Family members from the Delta Airlines Arrival Terminal to the Final Destination Point. Upon Arrival
Point Bravo, we will dismount our Bikes and/or Vehicles with flags, and form two columns on each side of the Terminal Exit Door, execute (to the best of our abilities) a Left/Right Facing movement (to be facing each other) and await the Return of this young man, Son, Solider, Warrior and American Patriot to render a hardy PGR Welcome Home Salute for a safe return.

Other - Miscellaneous
The Foley family has authorized the use of cameras, and have graciously invited us into Keegan’s Restaurant for refreshments and some additional "back slapping."

Return Trip - TBD
We will conduct a short Debrief at the Final Destination site. You are free to dismiss and depart from the final destination point on your own accord.

First off I want to say THANK YOU for what you all do for our family members who are bravely serving in the military.  We think you guys are a great representation of what the American spirit is all about!
 
Our 21 year old son, LCpl Todd Foley has been in the Anbar Province of Iraq since March 2006 serving with 3/3 Lima Co. and is due to return home Tuesday, October 24th.  His flight is scheduled to arrive at the Norfolk Airport at 6:23 PM.
 
Would it be possible to have your group there to help us welcome him home for the ride back to his hometown of Newport News? 
 
We are so proud of our hero son!  He has been a Marine since Feb 2004 and has served in Afghanistan and now Iraq

The Foley's, my Mrs. and I met last night to toss some ideas around and develop a Concept of Operations for a Mission Ride Warning/Operational Order. Allow me to share with you.... The Foley's are proud parents (as they should be) of their young Marine and Patriot, Todd. Todd's Uncle, Tim's Brother, Chris is a PGR of Hampton Rds, and the plan is Tim and Chris will be riding in this escort. :)

For some of you folks that make that evening commute from the South Side up to Newport News, email me on what the average traffic conditions are around 19:30 to 20:30 going through HRBT and up to Jeffereson Ave. I'm pretty sure it'll flow pretty good, but it'll help me plan the mission. Thanks in advance.

I know first hand the excitment the Foleys feel as my son returned home in April and is now stationed close by at Ft. Eustis. Will be there for the run. Couldn't have one for my son because his orders were so short notice pending training requirements. Congrads to Todd for making it safely out of the middle east.

First I want to thank everyone involved with PGR for all the support you have given to our men and women in the military and there families.
With that said, I am LCpl Todd Foley's dad and NEW PGR member. I hope to meet some of you folks and start some new friendships in this great orginization starting with this ride, I just recently got my bike and this will be my first chance to ride.

Welcome Home, Todd!! And, thank you for your service to this great Nation of ours. My family appreciates the sacrifices your family makes so that others may sleep well at night.

I have been unable to ride lately but hopefully, by the date this joyous occasion rolls around, I will be back up on two wheels and I'll be there, too!
